The Human
Safety Net
Together with Generali Foundation/
The Human Safety Net and social
enterprise Ninety, HL BaSE supported
the development of “Migrasure”, offering
housing solutions which are critical
to the effective inclusion of migrants
and refugees in Germany. There are 86
million refugees in Europe who often
struggle to get housing due to lack of
savings, the absence of a credit history,
and no guarantor, a problem compounded
by the fact that landlords often struggle
to offer housing to refugees as they
need certainty of rent protection.
HL BaSE worked closely on the project
to provide an in-depth analysis of
questions on insurance regulatory
law and advised on the corporate
aspects of the transaction, including
the formation of a joint venture. As a
result of this innovation, it is expected
that 5,000 refugees and migrants will
benefit from the insurance coverage,
with this doubling by 2028.
