Labour’s 2025 legislative programme: risks
and opportunities from geopolitical change
The session explored how the geopolitical context is influencing the Labour government9s legislative
agenda. Taking the example of six bills at different stages of the policy process, the panel identified key
changes to the government9s legislative agenda as a result of the international environment and what
lessons businesses can draw from those changes for regulation within their own sectors.
The discussion focused on how the influence of the new US administration may change Ofcom9s
enforcement of the UK9s Online Safety Act, how economic constraints are prompting the reframing of
legislation that is currently before Parliament to ensure it meets government9s growth objectives and how
the UK is forging its own path in regulating AI and digital assets as it seeks to navigate between US and EU
regulatory approaches.
The panel concluded that greater volatility presents businesses with an opportunity to be more disruptive
in their advocacy strategies and offer government new and alternative policy solutions. At the same time,
businesses need to be attuned to the risk the that ideas become quickly entrenched in Parliament and the
policy environment rapidly shifts as the government and MPs respond to unexpected international events.
